Lead Associate, Security Education and Engagement, Booz Allen Hamilton

Kelly Discount, Certified Energy Manager, has more than 19 years of emergency management experience in both the private sector as well as at the federal, state, and local government levels. Her expertise spans comprehensive emergency management program development and implementation, strategic planning, mission assignments and mutual aid, grant and fund management, and test, training and exercises (TTE). Ms. Discount has undergraduate degrees in Environmental Studies and Communications. While attaining her MBA in 2009, she authored “Adaptive Leadership in Emergency Management” as her Direct Research Project. She was inducted into the inWEM Hall of Fame for founding EMPOWER in 2011, and her team won the DRI International Award of Excellence for “Response and Recovery of the Year” in 2012. From 2010-2017, Ms. Discount worked with Booz Allen Hamilton’s Business Assurance Office (BAO) where she managed the U.S. Local Office Program, establishing standards, coordinating the maintenance of emergency plans and procedures as well as systems and tools used by local leadership during emergencies, and mapping offices, client sites, and employees. Her experience in developing and conducting training lead to her transition to the Security Education and Engagement (SEE) Team in 2017. Her work on the SEE Team includes planning and logistics support for guest speaker events, and messaging and employee engagement on various security topics. She speaks frequently to international audiences on topics such as adaptive leadership, data visualization, emergency program metrics, and involving youth in preparedness. Ms. Discount co-leads the Certified Emergency Management (CEM) Study Group and lends her expertise in the field of Emergency Management to others whenever possible. Ms. Discount lives outside Washington, D.C. with her husband and three children.
